Enforcement Case Management System Readiness, Analysis and Pre-Implementation Services

The issuing agency is seeking a vendor to provide enforcement case management system readiness, analysis, and pre-implementation services. The agency needs to address end-to-end enforcement operations, including complaint intake, investigations, evidence management, and compliance actions such as administrative penalty systems, notice of contraventions, property standards orders, part I certificates of offence, and part III summons management. The project also covers long-term records retention, operational reporting on case status, workload, timelines, and enforcement activity, as well as management and executive dashboards for oversight and performance monitoring. The scope of work requires compliance and statutory reporting for program metrics, administrative penalty system outcomes, and legislative reporting. The selected vendor must address audit, disclosure, and legal reporting to support court, tribunal, freedom of information, and internal oversight requirements. The agency requires secure evidence handling that meets chain of custody requirements, including version control and audit logs, as well as enforcement-specific workflows for investigations, case and compliance escalation, orders, and court-related activities. The system readiness services must support defensible audit trails suitable for legal challenge, disclosure, and internal oversight, alongside integrated case views spanning people, locations, violations, evidence, and outcomes. Eligible bidders must be located onshore in Canada only, and the performance of the work will take place offsite.
