PeopleSoft HCM Benefits Optimization and Implementation Solution

The agency is seeking a vendor to deliver a PeopleSoft HCM benefits optimization and implementation solution. This project aims to modernize benefits configuration, automate manual processes, and streamline enrollment workflows. The selected partner must implement approved changes to benefit programs, plans, and coverage codes while validating all payroll integration impacts. The scope of work requires the automation of event-driven processing for hires, life events, and status changes to reduce manual intervention. The agency also requires a fully automated, end-to-end delinquency processing framework to handle arrears, refunds, terminations, and automated member notifications. Enrollment modernization must feature fluid enrollment, activity guides for life events, document attachments, and administrative capabilities like audit tracking and insights dashboards. The chosen vendor must manage integration and data handling, ensuring payroll alignment, carrier interface validation, and data migration using the data migration workbench. The migration and cutover scope covers a strategy from development to production, a cutover checklist with go/no-go criteria, a parallel run strategy, and a rollback plan. All work must be performed offsite, and eligible bidders must be onshore United States organizations. The agency is currently looking for proposals to determine the budget for this project.
