Session Initiation Protocol Services

The government authority located in Woodlands, Texas is seeking a vendor to provide session initiation protocol trunking and transport services, analog telephone services, and network on demand services. The agency needs to support approximately 6,500 telephones across more than 27 locations for staff operations, meeting rooms, and conference rooms. To resolve its communication needs, the agency has developed a Voice over Internet Protocol phone system that includes all users and features basic telephony capabilities such as inbound and outbound dialing, voicemail, call forwarding, call transfer, caller identification, caller hold, and conferencing. The scope of work requires configuring trunks to support load balancing and automatic failover, with each trunk capable of supporting at least 50 percent of the total inbound and outbound call traffic at any given time. The requested trunks must allow local, long-distance, and international calls on the same trunk, and the agency requires local and long-distance usage package options including bundled packages and per-minute pricing. Additionally, the services must support emergency 911 calling, ten-digit inbound dialing, forwarding of alien telephone numbers, domestic and international calling, calling-party name and number delivery, and local number portability. The agency requires the trunk to provide web-based traffic, monitoring, and reporting capabilities, which must include historic usage, traffic analysis, and circuit utilization analysis. Bidders must be onshore organizations based in the United States, and the performance of the work will take place offsite. The agency is looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than June 8, 2026.
