Child Care Analysis Service

The Minnesota government authority is seeking a vendor to conduct a comprehensive analysis of the estimated cost of providing child care in the state. The agency needs to understand how these costs vary by geographic location, type of care, age of child, and quality of care. Additionally, the analysis must estimate costs associated with serving economically disadvantaged families, closing achievement gaps, serving racially and ethnically diverse children, and meeting the cultural and linguistic needs of children in Minnesota. The scope of work requires the selected vendor to include costs experienced by Tribally-licensed or Tribally-operated child care programs in the analysis. The agency also requires the estimation of direct and indirect costs necessary to support child care providers in implementing health and safety standards, meeting staffing requirements, providing quality care, and covering other expenditures. Upon completing the analysis, the vendor must prepare a detailed report on the results. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted onsite. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than May 29, 2026.
