The City of Wheaton, Illinois is seeking a qualified consultant to provide zoning ordinance update services. The city needs to implement a new zoning ordinance that reflects its stated goals, objectives, and strategies while adhering to modern development standards and community needs. The project aims to solve the usability issues of the current regulations by creating a user-friendly, clearly worded, and well-organized document accessible to a wide range of audiences. The scope of work covers four distinct phases starting with an information gathering and analysis phase. The selected consultant must acquire a comprehensive understanding of current conditions within the city and summarize this background analysis in an existing condition memorandum. This memorandum will provide the justification for preliminary recommendations in the subsequent phase. During the second phase, the consultant must develop and present a preliminary recommendations memorandum describing major proposed changes to the zoning ordinance. Using this approved memorandum as a guide, the consultant will then draft the updated zoning ordinance. The final phase requires the consultant to present the draft ordinance to city staff, the planning and zoning board, the city council, and the public by breaking the document into clear, logical, and manageable sections. Eligible bidders must be onshore organizations based in the United States. The city allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through an online submission portal. The city is looking for proposals to determine the budget for this project.
