Energy Efficiency Plan Support Service

The Massachusetts government authority is seeking a vendor to provide energy efficiency plan support services to its Committee. The authority needs to solve the challenge of managing a complex plan development process while adhering strictly to regulatory and statutory deadlines. The selected vendor will help the Committee create a plan development timeline, develop guidance documents, organize offsites, and engage with the Management Committees to ensure initial and subsequent drafts are ready for Plan Review Committee review. The scope of work covers developing and providing guidance on the planning process to the Management, subject to the approval of the agency Leads. The vendor will develop a plan outline, assign point people to draft sections of the plan, and establish a detailed timeline that allows sufficient time for agency Leads to review the drafts. Additional responsibilities include organizing and facilitating planning offsites, reviewing drafts for consistency, ensuring drafts are ready for agency Leads review, and facilitating the final sign-off of the agency Leads on the Plan. Eligibility is restricted to onshore organizations based in the United States. The performance of all requested work will take place offsite. The authority is looking for budget proposals from bidders, and the contract period will span two years. All questions regarding this opportunity must be submitted no later than June 8, 2026.
