Human Resources Information System

The issuing agency is seeking a vendor to provide and implement a human resources information system to support core functions and services related to employee management and support. The agency needs a system that performs core HR functions, recruitment, onboarding, learning management, performance management, time and attendance, workers' compensation management, payroll, and leave tracking. The solution must serve as the official system of record for employee information, the employee life cycle, positions, job classifications, organizational data, and employee case management, including audit trails and historical reporting capabilities. The requested scope covers payroll and compensation processing in accordance with salary tables, position control, funding sources, and applicable federal, state, and local regulations. The system must capture, validate, and manage employee time, schedules, leave accruals, and legally protected leave programs in compliance with city policies, labor agreements, and statutory requirements. Additionally, the agency requires talent management capabilities to support recruiting, onboarding, performance management, learning and development, and certification tracking. The system must manage benefits eligibility, enrollment, life events, carrier communication, and compliance. The agency also requires intuitive and configurable workflows, business rules, approvals, notifications, and automated controls to enforce policies. Performance of the work will take place offsite. Eligible bidders must be onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this project.
