Command, Control Experimentation and Modernization Software Engineering Services

The Naval and Joint Programs of Record require advanced software engineering, systems integration, and services to develop, mature, and transition Command and Control software prototypes into operational programs. The issuing agency is seeking to solve the challenge of modernizing command and control capabilities through rapid software prototyping and integration. The scope of work covers developing, implementing, and testing software code for the Rapid Asset Pairing Tool, the Warfighting Capability Tool, the True Numbers data environment and evolving data analytics, and the Battlespace Integrated Graphics Styler. The project also requires development, implementation, and testing of the AEGIS Combat System, alongside the integration of Generative Artificial Intelligence. The selected partner must deliver software builds, testing, and cyber scans in the Command and Control Experimentation DevSecOps environment and the Overmatch Software Armory, including posting containers in the Overmatch Software Armory Software Artifactory. Additionally, the agency requires the development of software that processes human-originated inputs and queries to provide automated machine-to-machine data source ingest. Eligibility is restricted to onshore, United States organizations only. Performance of the requested work will take place entirely offsite. The agency is looking for proposals to determine the budget, and bidders must submit their responses digitally via email or online.
