The database must cover all vehicles sold or imported into the North American market, including cars, trucks with gross vehicle weight ratings of one through three, commercial trailers, and motorcycles. When queried with an invalid VIN, the system must detect the error, indicate whether the issue lies with the check digit or another digit, and pinpoint the specific erroneous digit if the check digit itself is valid. The agency limits eligibility to Canadian organizations only. The selected provider will perform all work offsite over a contract period of two years.
