Parking Access Revenue Control System and Structured Cabling System

The issuing agency is seeking a vendor to provide a parking access revenue control system (PARCS) and a structured cabling system. The agency needs to replace or establish a gated, ticket-in, Pay-on-Foot, central-cashiered system featuring credit card pay-at-exit and an on-site server, though the agency will also consider a cloud-based multi-tenant server software package option. This system must be augmented with advanced License Plate Recognition technology for transient and staff customers, AVI Readers for pre-authorized vehicles, contactless credit cards, mobile Pay-on-Foot capabilities, online validations, reservations integration, and an accounts receivable package. The scope of work requires the PARCS to contain a certified PCI P2PE credit card processing system featuring all-in-one EMV and contactless payment card readers that accept mobile wallets such as Google Wallet, Apple Pay, and Samsung Pay. Performance of the work will take place offsite. Eligible bidders must be onshore United Kingdom organizations only. The agency is looking for budget proposals and has not disclosed a set budget limit. Bidders must attend a mandatory pre-proposal on-site meeting on June 19, 2026.
