RFI for Technical and Management Support Services

The Naval Surface Warfare Center in Crane, Indiana is seeking technical and management support services to ensure environmental compliance and laboratory quality assurance. The agency needs to solve the problem of managing complex laboratory surveillance, regulatory environmental inspections, and industrial waste services. The scope of work covers analytical data review, laboratory quality assurance surveillance, regulatory inspections, and industrial waste services including waste containerization and shipment for disposal. The selected contractor must submit analytical data reviews to the government within three business days of receiving laboratory reports. These data review reports must include a verification report, a validation report, a usability assessment report, the contractor's logo, and a signature on each report. The agency requires the contractor to validate sampling and testing procedures, analytical methods, laboratory Quality Management Plans, and equipment calibration records. Additionally, the contractor must schedule and conduct laboratory audits of contractor-controlled and third-party commercial laboratories, develop regulatory agency reports, and identify and implement studies for emerging mission activities. Eligible bidders must perform all work offsite within the United States. The agency is establishing a contract period of performance of one year. The agency is currently looking for proposals to determine the budget and has not disclosed a specific funding limit.
