Geographic Information System (GIS) Mapping and Surveying Services

The City of Union City, Georgia, is seeking a consultant to support, maintain, enhance, and expand its geographic information system capabilities. The agency currently utilizes GIS for mapping, spatial analysis, data management, and internal and public-facing applications. The selected consultant will help solve the agency's need for comprehensive GIS services across planning, zoning, permitting, public works, public safety, economic development, and other municipal operations. The scope of work covers data management, mapping, spatial analysis, application development, system administration, and staff training. The consultant must provide and maintain a mobile field application capable of supporting real-time data collection, editing, and verification of utility and infrastructure assets in the field. Additional requirements include integrating GIS data with third-party permitting, planning, and asset management systems, providing cloud-based GIS solutions and data hosting, and developing web-based GIS applications and dashboards. The agency also requires data quality control, metadata development, system administration, user support, economic development and redevelopment analysis, and development capacity and suitability analysis. Eligibility is restricted to onshore organizations based in the United States. Work may be performed either onsite or offsite, and the agency allows digital submission of proposals via email or online. The agency is looking for proposals to determine the budget for these ongoing and project-based services. The agency has scheduled a pre-proposal conference for June 10, 2026.
