UK - Household Economy Analysis Service

The Save the Children government authority located in State is seeking high-quality technical expertise to directly deliver or support the delivery of Household Economy Analysis (HEA) products. The agency needs to solve the problem of consolidating and improving structured and blended capacity building and learning programmes for its staff, while also supporting the development of a certification scheme and online trainings. This initiative aims to inform decision-making, future programming, and achieve organizational breakthroughs through evidence-based analysis. The scope of work covers leading or supporting HEA baselines, which includes conducting classroom trainings, overseeing data collection, leading data analyses, and providing feedback on participants' performances. The selected partner must lead or support the writing of thorough, evidence-based baseline reports that clearly capture key findings. Additionally, the project requires leading seasonal, forecast-based, or scenario-based outcome analyses, leading trainings in outcome analysis and key parameter data collection, and supporting innovative uses of the tool for shock-responsive social protection, children's well-being, gender analyses, climate adaptive programming, and integration with the Cost of the Diet tool. The partner must also lead learning webinars, develop learning exercises, and score participants' work. Eligible bidders must be onshore United Kingdom organizations. The agency requires the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the agency is looking for proposals to determine the budget. All clarification questions must be submitted no later than June 15, 2026.
