Develop, Conduct, Analyze Community Engagement and Business Climate Survey Service

The City of Warren, Michigan, is seeking a vendor to develop, conduct, and analyze a community engagement and business climate survey. The agency needs to establish a baseline understanding of perceptions, challenges, and opportunities among businesses, property owners, stakeholders, and the broader community within its districts. This initiative will evaluate the effectiveness of existing agency programs, services, and incentives, while identifying key barriers facing local businesses and defining community priorities for development, infrastructure, placemaking, and investment. The scope of work requires the selected vendor to develop survey instruments and identify appropriate stakeholder and respondent groups. The vendor must administer the survey using best-practice engagement strategies and analyze both quantitative and qualitative results. The final deliverable is a written report summarizing findings, trends, and actionable recommendations to inform future economic development, revitalization, and policy decisions. Eligible bidders must perform all work onshore within the United States. The agency permits the performance of the contract to occur offsite. The contract period will span one year, and the agency is currently looking for proposals to determine the budget.
