Solid Waste Transportation and Disposal Services

Seattle Public Utilities is seeking a contractor to provide long-haul transportation and disposal services for non-recycled solid waste generated in the city. The agency needs to solve the challenge of transporting waste from Seattle to an approved final disposal facility while maintaining regulatory compliance. The selected contractor must provide and operate a fully permitted intermodal receiving facility to accept containerized solid waste from the agency, contracted haulers, and other city customers. The scope of work requires meeting defined turn times, queuing times, and priority access requirements at the receiving facility. The contractor must transport loaded containers to the disposal facility, return empty containers to Seattle, and provide and maintain all necessary containers, intermodal infrastructure interfaces, and equipment. Additional responsibilities include disposing of the waste in compliance with federal, state, and local regulations, providing on-call support services, and preparing operational, performance, and financial reports. Eligible bidders must perform the work onsite within the United States. The agency will evaluate proposals based on the submitted bids, as no specific budget is pre-determined. Bidders must submit their responses digitally via email or online. An optional pre-bid conference will take place on June 9, 2026. Bidders must submit all questions regarding this opportunity no later than June 16, 2026. The resulting contract will cover a performance period of one year.
