Emerging Adult and Adult Diversion Services

The Hennepin County Attorney's Office in Minneapolis, Minnesota, is seeking emerging adult and adult diversion and restorative services for individuals who have had contact with the county criminal legal system. These categories include intake, screening or assessment, and administrative management, as well as intensive or specialized services. Additionally, the agency requires restorative services, such as restorative conferences, to foster community safety and personal accountability for emerging adults aged 18 to 25 and adults aged 26 and older. Eligible bidders must be onshore organizations based in the United States. The agency requires the selected provider to perform all work offsite. While the agency has not disclosed a specific budget and is looking for proposals to define the cost, bidders must adhere to the established procurement schedule. The agency will host a pre-bid conference on May 28, 2026, to discuss the project requirements. Bidders must submit all clarifying questions regarding the solicitation no later than June 3, 2026.
