Online Recovery Residence Certification Portal

The Minnesota Department of Human Services is seeking a vendor to develop, implement, and maintain a fully accessible, externally hosted Recovery Residence Portal. The agency needs this portal to streamline the recovery residence certification process, accept public complaints about recovery residences, and host a statewide registry of certified recovery residences. The system must solve the challenge of manual tracking by providing an interactive policy review checklist for each property, integrated reminder and notification settings, a public complaints portal, a recovery residence registry, and a resource hub. Bidders must be onshore organizations based entirely in the United States to be eligible for this opportunity. The selected vendor will perform all work offsite over a contract period of twenty months. The agency has not disclosed a specific budget and is looking for cost proposals from bidders to determine the financial scope. The agency requires all clarification questions to be submitted no later than June 8, 2026. Evaluation of proposals will be based on the vendor's ability to host and maintain the external website while meeting all functional requirements. The agency will select a responder who demonstrates the technical capability to deliver the integrated registry, checklist, and complaint features.
