Comprehensive Plan Service

The City of Shrewsbury, Missouri, is seeking professional services to produce a new Comprehensive Plan. The agency requires a firm with demonstrated experience in comprehensive planning, project management, and effective public engagement. This new plan must clearly communicate a vision for the community and serve as a guide for the growth and development of the city for a minimum of twenty years and beyond. The scope of work covers public stakeholder engagement, a community assessment, and the establishment of vision and goals. The selected partner must also conduct an existing conditions assessment and develop an economically sustainable land use, zoning, and impact streets plan. Additional requirements include planning for greenspace development and maintenance, housing, alternative funding, and establishing checkpoints throughout the process. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of the work to take place offsite. The agency has not disclosed a set budget and is looking for proposals to define the cost.
