Physical Needs Assessment Services

The Housing Authority of the City of Pittsburgh is seeking a qualified vendor to perform physical needs assessment services for its developments in Pennsylvania. The agency requires a comprehensive evaluation of its property conditions to identify necessary capital improvements and modernization projects. To achieve this, the selected contractor must interview knowledgeable agency staff and review existing property documentation, including building plans, histories, prior assessments, energy audits, maintenance records, and Real Estate Assessment scores. The scope of work requires the provider to identify all development components that will be part of the assessment. The contractor must develop a detailed survey scope and survey methodology to collect all assessment data and information required to populate the agency database. Based on these gathered details, the provider must analyze the condition of all systems and components at each development to pinpoint required capital improvements. Eligibility is strictly limited to onshore organizations based in the United States. The agency permits the performance of the work to be conducted offsite. Bidders must submit their proposals with their own budget structures, as the agency is looking for proposal pricing rather than specifying a set budget.
