State Safety Oversight (SSO) Consultant Service

The Wisconsin government authority is seeking a consultant to support and assist in the continued development and implementation of its State Safety Oversight (SSO) program. This initiative aims to ensure the program meets all established federal and state safety requirements. The selected partner will provide recommendations and assist in developing, drafting, and editing investigation procedures, forms, processes, and resources. The scope of work requires the contractor to assess the SSO technical training plan, individual training plans, and other SSO personnel skills, abilities, and gaps. The chosen provider must maintain these training records using an electronic spreadsheet or database software mutually agreed upon by both parties. Additionally, the project covers identifying, investigating, and assessing hazards, as well as other topics relevant to safety and security oversight. The agency requires the contractor to collect and analyze data, conduct risk-based inspections, and review or conduct investigations of safety events and hazards. Work performance may occur either onsite in Wisconsin or offsite. The authority is currently looking for proposals to determine the budget, and the resulting contract will span a two-year period. Only onshore organizations based in the United States are eligible to bid on this opportunity. Bidders must submit all questions regarding this procurement no later than June 16, 2026.
