Implementation Oracle Utilities Customer Cloud Service

The agency is seeking a System Integrator to implement Oracle Utilities Customer Cloud Service and modernize, simplify, and better align the customer information system platform with future operational, data, and customer service needs. This initiative transitions the agency from Oracle C2M to Oracle Customer Cloud Service to modernize its customer and meter-to-cash platform, address operational and data limitations, and better position the organization for long-term success. The agency aims to align with industry best practices to future-proof technology investments, improve efficiency through automation and streamlined processes, strengthen data quality for better decision-making, and enhance the customer experience through improved service outcomes. The scope of work covers deploying Oracle Utilities Data Intelligence, modernizing integrations to support real-time or native solutions, and leveraging artificial intelligence and automation opportunities. The strategy emphasizes minimizing customizations by adapting business processes to the new system, increasing automation, decentralizing select information technology tasks, and strengthening reporting and data management capabilities. The selected partner must also provide data migration and conversion strategies, data analysis and reporting capabilities, training and knowledge transfer methodologies, and a project management structure and governance. Bidders must meet strict cybersecurity requirements, including data encryption, multi-factor authentication implementation, patch management, and vulnerability scanning procedures. The agency requires alignment with a cybersecurity framework, ISO 27001, or SOC 2 Type 2, and the selected partner must complete a cybersecurity due diligence questionnaire for systems connecting to corporate, SCADA, or cloud environments. Eligible bidders must be onshore United States organizations, and the performance of the work will be offsite. The agency is looking for proposals to determine the budget for this initiative.
