The agency is seeking a compatible, user-friendly, and fully supported Learning Management System to serve as the central platform for delivering, tracking, and managing training programs. This system must improve learning efficiency across the organization, support various content types, integrate with existing agency systems, and provide robust reporting. The agency needs to streamline the delivery of e-learning, instructor-led, and live-virtual courses while enabling customized learning paths and improving training access across departments. The platform must support Sharable Content Object Reference Model compliant content, send automated email notifications, and automatically add enrolled courses to the user's Outlook calendar. The system must also be accessible off the agency network and offer role-based permissions for learners, managers, instructors, and administrators. Supervisors require dedicated dashboards to assign training, manage employee progress, and run individual or departmental reports. Administrators must have the ability to create, modify, and delete users, as well as assign users to specific training tracks and courses. The agency is planning for a contract period of three years. Eligible bidders must perform all work offsite and within the United States. The agency accepts digital submissions via email or online portal.
