The government authority located in Washington, DC is seeking specialized consulting services for short- and medium-term strategic workforce planning. The agency needs to address workforce alignment and capacity issues by obtaining a technical proposal for conducting a comprehensive audit of all staff positions. To solve these organizational challenges, the selected vendor will review mandates, strategies, staffing data, organizational structures, and relevant human resources frameworks. The scope of work requires the provider to receive and validate workforce-related data, job families, functional categories, and skills clusters. The provider must confirm data sources and information needed for analysis, then identify short- and medium-term demand drivers such as mandates, projected workload, program priorities, operational needs, and resource scenarios. Additionally, the project covers comparing workforce supply with workforce demand using a structured gap analysis model to identify functional under-capacity, capability gaps, areas of overextension, and potential misalignment. The agency also requires a root-cause analysis of identified gaps, focusing on workload variability, funding constraints, structural allocation issues, and skills scarcity. The provider must conduct a multi-risk-factor assessment to identify vulnerabilities and priority areas. All performance of the work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a set budget and is looking for cost proposals from bidders.
