RFI for Aircraft Registration Solution

The issuing agency is seeking information to identify an aircraft registration solution that can replace its existing aircraft registration application on a supported, maintainable platform. The agency needs to solve the problem of managing aircraft records on an outdated system by transitioning to a modern platform that supports multi-factor authentication. The requested scope of work covers registration certificate generation and printing, aircraft registration record management with history tracking, and tail number management. The system must handle owner changes, status changes, and the automated generation and mailing of renewal notices featuring QR codes and access codes. Additionally, the agency requires online payment processing with automatic record updates and electronic certificate delivery, alongside capabilities for manual check payment entry and mailed paper certificate generation. Eligible respondents must be onshore organizations based in the United States. The agency expects the performance of the work to occur offsite. Respondents may submit their digital responses via email or online. The agency is looking for proposals to determine the budget for this project.
