Utility Network Migration Service

The City of Ocala, Florida, is seeking a qualified vendor to provide utility network migration services. The agency needs to transition its current geographic information system data to the ArcGIS Pro Utility Network model. The primary goal is to reduce redundant feature classes, streamline legacy relationship classes, and standardize symbology across all user groups. The scope of work requires the selected vendor to develop and implement GIS editing tools, templates, and redesigned workflows to leverage ArcGIS Pro Editing tools while limiting customizations. The vendor must establish data management feature restrictions, network rules, and attribute rules to maintain data accuracy. Additionally, the project covers the development of a cutover plan with mock cutovers, a review of impacted business processes, and recommendations for system sizing, performance, and product requirements. The agency requires the development and execution of comprehensive test plans, including applications, system integration, functional unit, performance, and user acceptance testing. The selected vendor must also provide application and database support for ninety days following the production go-live date. Finally, the project includes conducting detailed design workshops, executing a change management and training plan, and proposing a proven project management approach. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of all work to be conducted offsite.
