Pharmacy Benefit Management Services

The government authority located in Colorado Springs, Colorado is seeking a vendor to provide comprehensive pharmacy benefit management and in-house pharmacy services. The agency is trying to solve the challenge of managing its prescription benefits by implementing clinical program management, network and pharmacy management, pricing and rebate optimization, and claims processing. The scope of work also requires the selected partner to deliver specialty pharmacy management, member customer service, plan design support, reporting analytics, and on-site disease management. For the in-house pharmacy services, the agency requires support for operations, member experience, clinic and provider support, technology integration, and compliance management. The staffing model must include two full-time equivalent pharmacists with as-needed support, alongside three full-time equivalent pharmacy technicians. Physical pharmacy operations must run Monday through Friday from 8:30 a.m. to 5:30 p.m., while member and system support must remain available twenty-four hours a day, seven days a week through a centralized help desk. Eligible bidders must be onshore organizations based solely in the United States. The performance of the contract work will take place onsite at the agency facility in Colorado Springs. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposals to establish the budget. The contract period will span one year. The agency has scheduled a pre-bid meeting for June 9, 2026, to address initial inquiries. Bidders must submit all clarifying questions no later than June 12, 2026.
