RFI for Corridor Study and Conceptual Design Services

The City of Bloomington, Indiana, is seeking a consultant team to provide corridor study and conceptual design services. The agency is trying to eliminate fatal and serious injury crashes on city roadways by 2039. To achieve this, the agency requires a study that reflects the vision, goals, policies, and programs of its comprehensive plan, transportation plan, and safe streets and roads for all safety action plan. The project covers a two-phase process consisting of corridor analysis and conceptual design development. During the first phase, the selected consultant must collect quantitative and qualitative data to analyze the corridor and build community consensus around the goals of a redesign. In the second phase, the consultant must use this analysis to collaboratively develop a feasible, readily implementable conceptual design. The requested scope of work prioritizes non-automotive modes, increased sustainability, protected neighborhood streets, optimized public space for parking, and equitable access. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to occur offsite. The agency has not disclosed a specific budget and is looking for proposals to define the cost. Bidders must submit all questions regarding this opportunity no later than June 26, 2026.
