RFI for Long Range Planning Services

The City of Bloomington, Indiana, is seeking a vendor to provide on-call long-range planning services throughout the municipality. The agency requires professional planning, engineering, and statistical analysis services on an as-needed basis to support municipal development and infrastructure goals. Specific upcoming initiatives launching in 2026 include updating safe routes to school action plans for six elementary schools and developing subarea plans for focus areas identified within the city's comprehensive plan. The scope of work spans several specialized disciplines to address the agency's planning needs. The selected vendor must perform traffic operational analysis, fiscal analysis, development profitability analysis, housing rehabilitation feasibility, and cost-of-service analysis. Additionally, the agency requires support in art and graphics, as well as language translation services to facilitate these planning efforts. Eligible bidders must be onshore organizations based in the United States. The agency expects the performance of all contracted work to occur offsite.
