Construction Manager at Risk Contractor Services

The City of Burlington, Vermont, is seeking a Construction Manager at Risk contractor to provide comprehensive services for its wastewater infrastructure. The agency needs to address upgrades and management across multiple critical systems, including influent and foul sewer pumping, primary clarifiers, existing aeration tanks, and existing secondary clarifiers. The project also covers new aeration tanks, tertiary treatment, chlorine contact tanks, waste sludge storage, sludge pumping and storage, and merchant sludge and primary sludge storage. The scope of work further encompasses sludge thickening and thickened waste sludge storage, a dewatering system, an aluminum sulfate feed system, and electrical and PLC/SCADA systems. Additionally, the selected contractor will manage services for the administration building. The agency requires all work to be performed offsite. Eligibility is restricted to onshore organizations based in the United States of America. The agency is looking for budget proposals within the submitted bids rather than providing a pre-determined budget limit. A pre-bid meeting is scheduled for June 16, 2026, and bidders must submit all questions no later than July 1, 2026.
