Housing Management System

The agency is seeking an enterprise Housing Management System to support approximately 3,400 beds across residence halls and apartments. This system will serve multiple stakeholders, including Housing and Residence Life, Finance, IT, Facilities, Dining, and Conference Services. The selected vendor must provide the software, implementation services, data migration, integrations, training, documentation, and ongoing support. The required deployment model is a cloud-based hosting environment that guarantees 99.99 percent monthly uptime. The system must publish real-time status and historical uptime, provide a machine-readable status feed, and send email or SMS alerts. It must also scale seamlessly to support seasonal spikes, such as room selection and move-in, without any performance degradation. Data protection requirements specify a preference for agency primary data processing and storage. The system must utilize TLS 1.2 or higher for encryption in transit and AES-256 for encryption at rest. Security protocols require static and dynamic testing, annual third-party penetration tests, regular updates, and strict vulnerability patch SLAs of seven days or less for critical issues and 14 days or less for high issues. The agency requires a 24-by-7 incident reporting channel and notification within 24 hours of any security incidents. The software must allow the agency to configure announcements, alerts, links, and help text without advanced HTML skills. The contract period will be for one year, and all work must be performed offsite. Only onshore vendors based in the United States are eligible to bid.
