Ireland - Cloud-based HR Management System and Managed Payroll Software as a Service

The Irish contracting authority is seeking a provider to deliver a cloud-based human resources management system and managed payroll software as a service. The agency requires a comprehensive solution to manage the entire employee lifecycle, starting from recruitment through to payroll and personnel record management. The selected system must streamline applicant tracking, job postings, social media integration, online job applications, auto-responses, and candidate pre-screening. The requested scope of work covers specific recruitment workflows, including restricted staff access to online applications per competition, mechanisms for recording and agreeing on candidate shortlisting, interview scheduling, and post-interview ranking. The system must also handle the generation of regret and offer letters, store contracts and personnel documentation, and provide an integrated e-signature facility for contracts and policies. Additionally, the platform must enable role-based access control, allowing personnel to view specific employee files and records based on their profile. For payroll and benefits administration, the agency requires the system to manage salary adjustments for parental leave, unpaid and paid special leaves, and shorter working year amendments. The software must track social welfare receipts such as maternity pay and illness benefits, record pension details including service, salary, and scheme data, and handle additional superannuation contribution deductions. The provider must download and incorporate all revenue payroll notifications into the monthly payroll, complete and upload the monthly payroll file to Revenue in a timely manner, and provide electronic payslips. Eligible bidders must perform the work offsite and must be located onshore in Ireland. The agency accepts digital bid submissions via email or online.
