Building Codes and Industrialized Housing Study Service

The Maine Governor's Office of Policy Innovation and the Future is seeking a vendor to conduct a study on the state's building codes and industrialized housing standards. The agency needs to assess the viability of bringing industrialized housing standards up to the same level as the Maine Uniform Building and Energy Code (MUBEC) for site-built homes. This study will help the state identify policy options to align the codes for industrialized and site-built construction. The scope of work requires the selected vendor to conduct research, perform analysis, and develop policy options in three specific areas. First, the vendor must address the harmonization of industrialized construction standards with MUBEC. Second, the study must incorporate upfront and long-term cost-effectiveness into future MUBEC updates. Finally, the vendor must analyze the timing of other codes and standards that intersect with MUBEC and the state industrialized housing standards. Eligible bidders must be onshore organizations located in the United States. The selected contractor must perform all work onsite in Augusta, Maine. The agency is establishing a contract period of two years for this project. The agency is currently looking for proposals to determine the budget for this initiative.
