Construction Manager at Risk Services

The City of Phoenix, Arizona, is seeking a qualified vendor to provide Construction Manager at Risk services for a watermain replacement project. The agency is attempting to resolve aging infrastructure issues by replacing approximately 12,816 linear feet of existing watermains with new 4-inch PVC piping. Additionally, the project requires the replacement of 169 service laterals up to the water meters, directly adjacent to their existing locations. The scope of work is divided into a Preconstruction Phase and a Construction Phase, with the agency awarding separate contracts for each phase. The selected vendor must coordinate closely with the agency's engineer to execute the work. All performance of the work must take place onsite in Phoenix, Arizona. Only onshore organizations based in the United States are eligible to submit proposals for this opportunity. The agency is looking for proposals to determine the budget and will accept digital submissions via email or an online portal. A pre-submittal meeting is scheduled for June 16, 2026.
