Cloud-based Permit Software

The agency is seeking a vendor to provide a cloud-based permit software system to streamline its permitting and inspection processes. This platform must allow applicants to submit applications, pay fees online, and track their progress in real time. Additionally, the software must enable field inspectors to access site data, manage checklists, and edit permits and inspections directly from mobile devices. The scope of work requires the platform to support customizable routing, automated status updates, and email or SMS notifications. The system must be parcel-based and feature real-time, two-way integration with the agency's existing geographic information systems, specifically ESRI ArcGIS via a rest service, to link maps, zoning layers, and ownership tracking directly to parcels. The agency also requires secure integration with major government payment processors, such as Invoice Cloud or Tyler Payments, and tools for user-level dashboards and systemic analytics to track department key performance indicators. Eligibility is restricted to onshore vendors located in the United States, and the performance of the work will take place offsite. The agency is looking for budget proposals to determine the cost of the project. The contract period will span one year, and bidders must submit all questions no later than June 09, 2026.
