Cognitive Behavioral Programming Services

The Kent County government authority in Michigan is seeking a vendor to provide cognitive behavioral programming services for justice-involved adults. The agency needs these services to target sentenced felony offenders or individuals with delayed or deferred felony dispositions. The primary goals of the programming are to reduce criminogenic thinking, improve emotional regulation and coping skills, increase participant accountability, and support successful community supervision outcomes. The scope of work covers a variety of cognitive behavioral programming, which must include a general cognitive behavioral program for justice-involved adults. The requested services also require trauma-focused cognitive behavioral programs designed specifically for males, as well as separate trauma-focused cognitive behavioral programs designed specifically for females. The agency requires the selected vendor to perform all work offsite. Eligibility is restricted to onshore organizations based in the United States. The agency is looking for proposals to determine the budget for this project, and bidders may submit their responses digitally via email or through an online portal. The agency has scheduled a non-mandatory teleconference for June 12, 2026, and requires all questions regarding the solicitation to be submitted no later than June 16, 2026.
