Cost Allocation Plan Consultant Services

The Minnesota government authority is seeking a qualified consultant to develop its Cost Allocation Plan. The agency faces limited internal capacity to perform this function concurrently with the development of its Annual Comprehensive Financial Report. The project requires a formal methodology to identify, allocate, and document shared administrative and central service costs to benefiting federal programs in accordance with Uniform Guidance. The scope of work covers distributing central service costs, including finance, human resources, legal, information technology, procurement, risk management, and executive administration, to operating divisions and federally funded programs. The distribution must rely on equitable and supportable allocation bases. The agency requires all performance of the work to occur offsite. Eligibility is restricted to onshore organizations based in the United States. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions no later than June 10, 2026, and the agency will host a pre-bid meeting on that same date.
