Employee Benefits Consultant Service

The government authority located in San Antonio, Texas is seeking an employee benefits consultant to assist with its Flexible Benefits Program. The agency needs to solve challenges related to strategic planning, cost management, and regulatory compliance for its employee and retiree benefit plans. The selected consultant will provide plan design reviews, actuarial health plan valuations, regular cost savings analysis, and medical and pharmacy claims variance analysis. The scope of work covers strategic planning to balance employer and employee needs regarding plan design, rates, stop-loss, and cost sharing. The consultant must also assist with vendor management, including negotiating contract pricing, creating performance guarantees for insurance carriers, and selecting stop-loss vendors. Additionally, the agency requires support for administration, federal and state compliance monitoring, medical and pharmacy rate setting, collective bargaining negotiations, and actuarial services such as GASB 74 and 75 valuations and Incurred But Not Reported reserve estimates. Eligibility is limited to onshore organizations based in the United States. The agency allows the work to be performed through a combination of onsite and offsite delivery. Bidders must submit their proposals digitally via email or through an online portal, and the agency is currently looking for proposals to establish the budget.
