Post Permanency Support Program Services

The Vermont Department for Children and Families in Waterbury, Vermont is seeking a vendor to provide post-permanency support program services. The agency is trying to improve permanency outcomes for children in foster care, increase the stability of adoptions and guardianships, decrease the number of adopted or guarded children who experience discontinuity, and increase family resilience. The selected vendor must deliver family-based, comprehensive services primarily to parents, who serve as the primary therapeutic support for the child. The scope of work requires services to be provided offsite, generally in the home of the families. These services must be adoption and guardianship competent as well as trauma-informed. Additionally, the vendor must provide education to schools, school staff, and community-based service providers regarding normative adoption or guardianship development and the impact of trauma on child development. Eligibility is restricted to onshore United States organizations only. The agency is looking for budget proposals to cover a contract period of one year. Bidders must submit all questions no later than June 19, 2026, and the final responses can be submitted digitally via email or online.
