RFI for Contract Management and Solicitation Template Software

The issuing agency is seeking information regarding contract management and solicitation template software to manage the entire contract lifecycle. The agency needs a system that handles drafting, review, evaluation, approval, execution, monitoring, renewals, and closeout, while offering progression tracking visible to purchasing and project managers. The desired software must support drafting solicitations, renewals, and contract documents, with capabilities to create and store templates, terms and conditions, logos, and standardized documents. The agency requires the system to support internal and external digital signatures and provide robust storage capabilities. These storage needs include archival functions, search and retrieval, a secure hosting environment, data encryption in transit and at rest, document history, and audit tracking. Additionally, the system must track Certificates of Insurance and link them directly to their corresponding contracts. Responders must outline their typical implementation timeline, the services included during implementation, and their pricing model, including fees and storage costs. The agency is limiting eligibility to onshore United States organizations, and the work will be performed entirely offsite.
