Capital Project Planning Services

The government authority located in Spokane, Washington is seeking a vendor to provide capital project planning services. The agency needs to assess its facilities, inventory its assets, and establish a structured five-year Capital Improvement Plan. This initiative aims to identify asset deficiencies, analyze remaining useful life, and establish technical priority and risk rankings to guide future investments. The scope of work is divided into two distinct phases. Phase one requires a technical assessment consisting of a facility condition assessment, asset inventory, cost estimates, and risk rankings. Phase two focuses on owner alignment and capital planning, which involves reviewing findings with leadership, reconciling recommendations with available funding, and producing the final five-year Capital Improvement Plan. Bidders must be onshore organizations based in the United States. The selected vendor must perform all work offsite at their own office premises. The agency is currently looking for proposals to determine the budget for this project, and all questions regarding the solicitation must be submitted no later than July 2, 2026.
