Cloud-Based Learning Management and Performance Management System

Horizon Behavioral Health is seeking a comprehensive, cloud-based Learning Management System (LMS) and performance management system, either as separate systems or as a unified platform. The agency needs this solution to support employee training, workforce development, compliance oversight, competency management, and organizational learning initiatives. The system must enhance operational efficiency, improve employee engagement, and ensure adherence to regulatory and accreditation standards applicable to public behavioral health. The scope of work requires a platform that supports the creation, management, storage, workflow routing, and reporting of employee performance documentation and position-related records. The solution must integrate and continually update personnel information, manage training assignments and enrollments, deliver and track online courses, and track compliance and certifications. The agency also requires automated notifications, supervisor training oversight tools, mobile accessibility, and support for multiple training formats like videos, documents, presentations, and e-learning modules. Additionally, the system must track externally hosted training and connect users to external training vendors or third-party educational content through direct link integrations. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
