RFI for Portfolio Management Support Service

The United States Transportation Command at Scott Air Force Base, Illinois, is seeking information to identify sources capable of providing portfolio management support services. The agency requires assistance to improve the effectiveness, efficiency, and analysis of its information technology capability investments. This initiative aims to provide decision-making transparency during capability requirements development and management, while also delivering chief information officer governance and executive support. The scope of work covers managing information technology investments by capability portfolios and evaluating the effectiveness, efficiency, and security of those investments. The selected contractor will assist capability owners and information technology managers with policy assessment, capability performance assessment, capital planning and investment, electronic governance management, and Clinger-Cohen Act compliance assessment. Additional tasks include investment process governance, compliance performance audits, information systems process improvement, project management, strategic planning, technology assessments, cybersecurity documentation development, and portfolio management. The agency requires the contractor to organize and store all work-related documents and files on a designated government collaboration tool. The contractor must also provide a task order management plan to oversee these operations. The anticipated period of performance for this contract is one year. Eligibility is restricted to onshore organizations based in the United States. The agency will allow the performance of the work to take place either onsite at Scott Air Force Base or offsite. The agency is currently looking for proposals to determine the budget and pricing structure for this requirement.
