RFI for Enterprise Data and Analytics Modernization Initiative Data Quality Services

The District of Columbia Retirement Board is seeking information to support an enterprise data and analytics modernization initiative focused on data quality services. The agency needs to foster an organizational culture and process where executives support data steward roles, ensuring clear expectations, resource allocation, and comprehensive training. This initiative aims to establish a modern data architecture that is reliable, flexible enough to incorporate emerging artificial intelligence technologies, and capable of producing clean, well-documented datasets. The scope of work requires ensuring that data stewards receive sufficient training to understand and perform their duties specific to their uniquely assigned systems. Additionally, the selected provider must sufficiently document all agency systems with appropriate data architecture artifacts, including data dictionaries, conceptual data diagrams, and logical data diagrams. The agency expects these services to improve data quality, reduce errors, optimize operations, and enable effective, data-driven decision-making. Eligible respondents must be onshore organizations based entirely in the United States. The agency requires the performance of all work to occur offsite at the provider's own office location.
