Community-Rooted Opioid Response Grant Services

The Denver, Colorado government authority is seeking a vendor to deliver community-rooted opioid response grant services. The agency is trying to reduce overdose risks and strengthen community connections through peer-led, culturally responsive outreach and engagement targeting high-risk individuals. The project covers implementing evidence-informed prevention efforts, such as reducing social and physical access to opioids and reducing stigma, alongside creating or supporting education and intervention services for families, youth, and adolescents. The scope of work requires providing overdose prevention strategies, including naloxone training, fentanyl test strips, and overdose education, to individuals at the greatest risk of overdose. The selected vendor must also provide navigation and connection to treatment, recovery, or other supportive services, including family, caregiver, or community-based supports that help individuals access and remain engaged in care. Additionally, the agency requires community outreach to provide referrals to harm reduction services, treatment, recovery supports, healthcare, and post-overdose follow-up to reduce the risk of future overdoses. Eligible bidders must be onshore United States organizations. The agency requires the performance of the work to be completed offsite. Bidders must submit all questions no later than July 28, 2026, and may submit their final responses digitally via email or online. The agency is currently looking for proposals to determine the budget and evaluation criteria.
