The agency is trying to develop a holistic, data-driven understanding of neighbourhood traffic volumes, speeds, safety concerns, pedestrian and bicycle activities, cut-through traffic patterns, and collector roadway performance across all residential areas. The project aims to address repeated traffic concerns by coordinating and reviewing historical information from the Parking and Traffic Advisory Committee meetings. The scope of work covers extensive community engagement, including community workshops, neighbourhood meetings, public open houses, and outreach to schools, Parks Department contacts, homeowners associations, advisory boards, and emergency services. The selected vendor must implement digital engagement tools, such as web-based content, interactive maps, and a mobile-friendly, ADA-compliant public online survey portal to gather statistically significant resident feedback. Additionally, the agency requires the development of clear, accessible educational materials explaining neighbourhood traffic-calming tools. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency expects the performance of the work to take place offsite.
