Day Center Service

The City of Bangor, Maine is seeking a qualified organization to establish and operate a low-barrier day center. This initiative aims to address the challenges of homelessness, housing instability, and the transition of being newly housed during daytime hours. The selected provider will deliver health, mental health, and social services support to individuals experiencing housing instability, substance use disorder, and mental health challenges. The scope of work requires the provider to secure a suitable facility, either through direct ownership or a rental agreement that spans the entire duration of the service period. The service plan may incorporate transportation assistance, such as distributing bus passes or establishing partnerships with transportation providers to assist clients. The agency also prefers organizations that can operationalize and manage a warming shelter within the same physical space as the day center. Eligible bidders must be United States-based organizations operating onshore, and the performance of the work will take place offsite from city offices. Bidders must possess documented experience in providing shelter or services to individuals and families experiencing homelessness. The agency requires demonstrated familiarity with the local homeless response system and existing housing resource networks. The evaluation will prioritize organizations with a proven history of fiscal and reporting integrity. The city may request financial statements or other supporting documentation to verify the financial health and long-term sustainability of the organization. Bidders must submit all clarifying questions regarding this opportunity no later than June 5, 2026, and the agency is currently requesting budget proposals to determine the funding structure.
