Permitting System

The Mississippi Department of Transportation is seeking a vendor to provide a modern permitting system to replace four existing legacy systems. This procurement aims to modernize and improve business processes and workflows, reduce duplicate work, and increase operational efficiency. The agency requires a solution that provides functionality to apply, process, track, and report on construction and billboard permits, process payments, and manage bonds and certificates of insurance. The requested scope of work covers an online application portal where applicants can submit permits and upload required documentation. The system must process applications, accommodate appeals and reconsideration processes, and facilitate payments directly through the application. Additionally, the agency requires a mapping functionality that integrates field and office components, such as GPS coordinates, photography, and collection site information, or integrates directly with the existing agency GIS. The system must support ad hoc and canned reporting, digital signature functionality, and the import and export of multiple file types including PDF, CSV, Microsoft Office formats, kmz/kml, zip, dgn, mov, avi, png, GIF, and JPEG. Eligibility is restricted to onshore, United States organizations only. The agency expects the performance of all work to occur offsite. Bidders may submit responses digitally via email or through an online portal, and the agency is currently looking for proposals to establish the budget.
