Environmental Assessment and Abatement Master Service

The Metropolitan Council in St. Paul, Minnesota is seeking a vendor to provide environmental assessment, testing, isolation, removal, and disposal of asbestos-containing materials and other suspected hazardous materials. The scope of work covers lift stations, existing or future sites, and other locations within the region served by the council. The selected contractor must provide all designated services and necessary equipment to complete the assigned projects. The required services include developing contamination cleanup plans signed by a licensed professional engineer and conducting demolition or pre-renovation assessments, including lead and asbestos surveys. The provider must also manage work area preparation, which encompasses containment areas, decontamination facilities, disposal routing plans, and security. Onsite abatement services must initiate within twenty-four hours of a request from the council. The agency requires the removal of all miscellaneous potentially hazardous materials from the site as requested, followed by the clean-up and removal of all temporary barriers, equipment, and supplies. Only onshore organizations based in the United States are eligible to bid on this opportunity, and the performance of the work will be offsite. The council is currently looking for proposals to establish the budget for these services. A pre-bid meeting is scheduled for June 9, 2026.
