Comprehensive Facilities Condition Assessment Service

The government authority located in Minnesota is seeking a vendor to provide a comprehensive facilities condition assessment service. The agency needs to evaluate its physical assets to identify deficiencies and plan for long-term capital renewal. This project will help the agency establish a clear baseline of its facilities to make informed funding and maintenance decisions. The scope of work requires the selected vendor to deliver a project management plan, a detailed schedule, and an assessment methodology with rating scales. The vendor must also produce an asset registry and deficiency database in CSV or Excel format, a photo library, and GIS and plan references where available. Additionally, the agency requires an interim findings presentation, facility-level reports, a consolidated portfolio report, a capital renewal plan with prioritized projects, an annual funding curve, a final executive summary, and a Board-ready presentation. Eligible bidders must be onshore organizations based in the United States. The agency will allow the performance of the work to take place offsite. Bidders must prepare to attend a pre-bid walkthrough scheduled for June 1, 2026.
