Strategic Planning Consulting Services

The issuing agency is seeking a qualified United States-based organization to provide comprehensive strategic planning consulting services. The agency needs to address organizational assessment, mission, vision, and core values, alongside portfolio and asset management strategy. The selected partner will also focus on financial sustainability, operational efficiency, human capital and workforce development, governance and leadership support, and resident and community engagement. The scope of work requires expertise in compliance and regulatory readiness, technology and innovation, and the creation of strategic goals with a detailed implementation plan. Bidders must demonstrate relevant experience, stakeholder engagement and facilitation skills, deep knowledge of HUD programs and regulations, organizational development expertise, and strong project management capacity. The agency requires qualified personnel to execute these tasks, which will be performed entirely offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is seeking budget proposals from bidders to determine the cost of the project. The contract period will span one year.
